I am on the water when I can be, and that is not always when a hatch is on. So because I wouldn't let a little thing like that stop me from fishing, I have devised my own system and favorite fly fishing patterns for dealing with these no active hatch situations.
First I try to find out what has been happening recently on the water. If you are new to the area or visiting, a call to the local fly shop is a great resource to gather information. Once I have an idea of what has been hatching, I head to the water, and in my fly boxes will be attractor flies that will let me handle most situations.
Now the pattern I choose to fish will depend on the water as well as what has been hatching lately. This is a point often missed by people new to the sport, you need to match the pattern to the water as well as the flies. This is important for two reasons. First is trout are not going to fight fast water for fewer calories than they expend catching it. It wouldn't make sense. The second reason is that a sparsely tied mayfly imitation will not float in fast water., and a bulky blonde wulff pattern would be out of place on a still pool.
All the flies I use in a no active hatch situation are suggestive patterns. They look like food but are not exact imitations, and since most of what a trout eats is below the surface this is where I will start when I begin to fish. In fast water I use a bead head woolly bugger in olive, black, or brown, which can be taken as a damsel fly nymph, minnow, or fry. I will usually fish it like a streamer or wet fly, across and down stream. Because the current keeps tension on the line it is much easier to detect strikes. As the fly is carried straight downstream from me I will give it a short retrieve before picking it up for a new cast a little farther down covering all the water as I walk down stream.
The hare's ear nymph I use in slower moving water and fish dead drift (no drag) using the rod to lift the line off the water as it comes toward me to reduce drag on the fly. You need to watch the line closely to see if it does anything out of the ordinary. If it twitches, darts, or stops set the hook. This fly can be fished at different levels as well. You can use a weighted nymph and drift it along the bottom, or you can use an unweighted nymph on a greased (dressed) leader so the fly will drift in the surface film or just below to simulate an emerging insect. The floating leader will serve as your strike indicator.
